Research Funding

BASE is a federal authority within the purview of the BMUV. In order to fulfil its statutory tasks, BASE conducts research funded from different sources. BASE initiates in-house research projects and awards research contracts to companies and institutes.

Research Funding

BASE research is funded from a variety of sources:

  • BASE's own research budget
  • BASE's personnel expenses
  • BASE's doctoral programme
  • The departmental research plan of the Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection

It is anticipated that in the future, research projects may also be funded by third parties, for example through the European Union.

Dedicated Research Budget for BASE

BASE initiates scientific research with the objective of optimising the fulfilment of its specific tasks. This research is funded through a designated budget line.

The objectives and thematic priorities of BASE research are delineated in the research strategy and the research agenda. These form the foundation for the annual research planning process.

BASE Staff Expenditures

BASE employs its own scientific personnel to conduct research internally, thereby fulfilling its research mandate. The personnel costs incurred for the research staff are met by BASE's budgetary provisions.

Doctoral Students Programme

BASE facilitates interdisciplinary training for doctoral students. BASE provides funding for the creation of temporary positions, which are dedicated to the pursuit of a specific research topic. A university assumes the role of cooperation partner and bears responsibility for the initial supervision of the doctoral thesis.

BMUV Departmental Research Plan

BASE assists the BMUV in the planning, coordination and implementation of research projects. Notable among these are projects pertaining to the safety of nuclear facilities and that of nuclear waste management.

The research requirements of the BMUV are subject to annual revision and set out in the departmental research plan (link opens in German), which is subsequently published.

What is departmental research?

Irrespective of the source of funding, the research projects and initiatives of BASE are regarded as departmental research. This encompasses the research activities of the federal government and the federal states that serve to prepare, support, or implement government decisions.

In particular, state authorities and scientific institutions or organisations are engaged in departmental research. The research outcomes and accumulated expertise of these entities constitute the scientific foundation for the political decisions of the relevant ministries (departments).
